Who can participate ?

Everyone.
In fact, maybe you will participate even if you don't meant to. All it needs to be done for a race to count towards the "Ladder" is to send the race results to me. The race results (exports from GPL) are send with "GPL Upload Manager" a small program you have to download.
The file that has to be sent (uploaded) is the file GPL creates if you choose export after the race is over. It is saved in the folder ../GPL/exports/you_typed_the_name.html (if you didn't have included the path). I will collect the files, import them into the database, process them and publish the results on the page.
It is enough that one person uploads the results, but if more people do it there will be no problem because I have built a mechanism that prevents a race to count more than once.
